"Why do people use Mega Rayquaza's existence to say that Gamefreak doesn't and/or shouldn't care about balancing?"

Everytime I see someone basically disregarding balancing with "But Mega Rayquaza exists so clearly all the stops have been pulled out", I really wonder why. Imagine if when Red and Blue came out, people were saying that Mewtwo's existence proves that nobody should ever care about balancing because it doesn't matter because Mewtwo is overpowered; except the majority of people weren't saying that for various reasons: Mewtwo is built up as a truly powerful pokemon in both the anime and the games (you had to wait until the post game to enter cerulean cave), so nobody was surprised when it was so strong; in addition, it was considered a "legendary" pokemon.Mega Rayquaza is the same way: Rayquaza is a fan-favorite pokemon which was portrayed to be insanely powerful in both the anime and the games. (Level 70 Rayquaza that stopped both Kyogre AND Groudon in one cutscene) It makes sense in the context of the games why Rayquaza got a Mega Evolution because Rayquaza is supposed to check Kyogre and Groudon, who both have primal forms, so naturally they wanted to give Rayquaza a transformation as well. As ridiculous as Mega Rayquaza's strengths may be, Rayquaza is still considered a powerful legendary pokemon, so Gamefreak's balancing philosophy on Rayquaza should not apply to every single pokemon, because unlike legendaries, regular Pokemon don't have a special status or image, so they have no reason to be overpowered.Regardless of Gamefreak's balancing policy on legendary pokemon (which they have an alright excuse to go nuts with because these pokemon are supposed to be powerful and amazing, one has to assume from how they've been portrayed in various media forms), Gamefreak does legitimately care about the balance of the game, at least in Gen 7. From various balance changes that include stat buffs to old pokemon (notably Mantine), moveset changes (Mantine gaining roost for example), ability changes (Gigalith's Sand Stream, Torkoal's Drought, Pelipper's Drizzle), and various nerfs (Gale Wings nerf to not work below full health), Gamefreak does indeed care about the balance of the game regarding non-cover legendaries. Balance is incredibly important still because cover legendaries like Rayquaza are banned in most official formats anyway, so they are mainly used as tools of fun for people to go wild with in the story or certain modes, leaving hundreds of other pokemon that people can use, and considering the inequal usage statistics in VGC and Battle Spot which depending on who you ask can be living proof that Pokemon doesn't have the best roster balance (although it is getting better), throwing balancing out the window would be a mess. via /r/pokemon http://ift.tt/2xCz2ne
