"Why did Pallet town decide to fence off the local tangela population?"

There's that little patch of grass underneath pallet town, the only place in all of kano where Tangela can be found in the wild. Why did they fence them off? Is Tangela a hazardous species?Since that's the only place they're found, is it a nature reserve?
