There are four moves in the game that have a base accuracy of 50%, or literally a coin toss to determine if it works or not. They are Dynamic Punch, Zap Cannon, Dark Void and Inferno. Excluding Dark Void because only Darkrai can learn it, there are no Pokemon at all that can learn at least two of the three other listed ones. You would think any of the Fire/Fighting starters could...There are only three moves in all of Pokemon capable to raising the accuracy of moves. First is Acupressure, but that picks a random stat including evasion, so it counts, technically. Then you have Coil, which raises attack, accuracy and defense. The last one is Hone Claws, which raises just attack and accuracy. Skorupi and Drapion are the only two Pokemon can learn at least two of these, being Acupressure and Hone Claws.There are quite a few moves that are not 100%, but really close at 95%. A small pool of such moves are Razor Leaf, Metal Claw, Electroweb and the elemental fangs of Fire, Thunder and Ice. In fact, the classic HMs Cut and Fly are also 95%.
