"Gym domination by account sharing."

#PokemonGO: There is a group of Valors living in my area that are always holding on to 20+ gyms. It's the same 10 players in almost all the gyms, and the whole area is basically theirs.I used to think that they are just a group of really dedicated players, until my group saw them in action. They usually go out as a pair or sometimes in 3, together in a car. They take down any gyms that is not red and start bubblestrating/magikariping it up. I have accepted this prestige style as part and parcel of the game, but then they fill the whole gym up with 10 pokemons. Yes, 2 or 3 people are in the car, but 10 pokemons were almost instantly filled in. They have an alternate account to kick the karp/bubblemon out too after they are level 10.What do you guys think of this behavior? I had talked to one of them before and they do indeed share all their account information. They do not however think that they are cheating though. He justified their actions by saying that they are not using any hacks or spoofing programs thus they are not cheating. I pointed out that it is written in the T&C that account information are not allowed to be shared and he just brush it off by saying I'm being salty.My group wasn't happy with what they were doing and tried to disrupt them as much as possible, but obviously after some time we just give up. They can bubblestrat up a gym to 10 and fill them up way faster than we can take down their gyms, and we had to use way more resources than them (bubblestrat needs almost no resources at all).Is there anything that can be done? Reporting obviously doesn't work (tried numerous times, even on obvious hackers, nothing happened), but we are not happy to be leaving them as they are.
