So let's imagine you're playing through Gold or Silver on the Virtual Console. You get to the Pokemon Center in Ekruteak City and meet Bill, then go back to his house in Goldenrod to get a free Eevee (a Freevee, if you will). Oh cool, you think, I can use this in game!Well actually, hold your Mudsdales a second. This Eevee is already level 20. Let's look at the levels each Eeveelution learns STAB moves:Espeon:Confusion: Level 16Psybeam: Level 36Psychic: Level 47Umbreon:Pursuit: Level 16Faint Attack: Level 36Flareon:Ember: Level 16Fire Spin: Level 36Flamethrower: Level 52Vaporeon:Water Gun: Level 16Hydro Pump: Level 52Jolteon:Thundershock: Level 16Thunder: Level 52You probably notice that every Eeveelution learns a valuable, low-BP STAB move at level 16-- 4 levels earlier than the Eevee you obtain. In other words, it's impossible to get these moves, and you'll be stuck without STAB until much later, when it learns the next move (which might not be until you're well into the postgame). While there are TMs available, they're pretty hard to obtain (behind 5500 coins each in the Game Corner or available only in Kanto).Do yourself a solid, grab a Ditto from the routes North or South of Goldenrod, and breed a younger Eevee. Evolve that instead and actually get a chance to use it for its type coverage. You'll be thankful.Edit: It's worth noting that you won't be able to get the Gen I eeveelutions until Kanto if you don't have the ability to trade between Gen I and II Virtual Console using the time capsule.
