"Raikou Investment?"

#PokemonGO: Hey all,I was wondering if it would be worth it to invest heavily into a Raikou, or if a more powerful electric Pokemon were coming out in Gen 3? From what I've seen, Raikou is the strongest electric type pokemon available despite Zapdos having a higher attack--due to its access to thundershock and wild charge.I'm also wondering how bad of a glass cannon it is?
