"Halloween Pichu 2K egg very rare?"

#PokemonGO: Is it just me or is this Pichu hat version much harder to get than the previous ones? I hardly can get a 2K egg this time around, where last one I got lots of 2K eggs and hatched multiple Pichu with hats. I am getting more 10K drops than 2k drops. Anyone else feel or notice that?
