"Lugia vs Mewtwo"

#PokemonGO: So with the presence of Mewtwo coming, which I have not yet been able to get an invite to, I wanted to get opinions on the value of leveling Lugia with Rare Candy.I have a 100% Lugia (Extra/FS) which, typically I would feel 100% legendary is default duh for candy, but I only have 120 and most of that would be needed to max it (I’m level 31) - however I’ve been sitting on the candy for Mewtwo. I don’t know when he will become more common, if ever or how my luck will pan out since I only do 5-6 raids a week.Is a candy dump wise on Lugia?
