"What's the deal with Scizor?"

#PokemonGO: Before Mewtwo was available, I felt like people thought Scizor was gonna be the meta for countering Mewtwo. Me and my girlfriend have been trying to get as many Scyther candies as possible by placing them in gyms and feeding and having them as a buddy, which got me a 98% level 30 Scizor. It doesn't have the right moves yet because I'm hesitant to use TM's on him because since Mewtwo was available, I see people say that it's about as good as Houndoom with double dark moves or even Banette.
