"Multiple DEVICES are explicitly allowed (multiple ACCOUNTS are explicitly forbidden)"
#PokemonGO: From the last Developer Insights:During this beta phase, battle parties will be saved to your device, so you’ll need to reset your battle parties if you get a new device or use multiple devices to play Pokémon GO.Using multiple devices is allowed. Using multiple devices at the same time is still a gray area (except for Go+ which is obviously allowed), however it's explicitly allowed to regularly use multiple devices (e.g. a tablet at home and a smartphone when going around; or just two smartphones because one "faints" because of cold weather or overheating or low battery). This doesn't mean that multiple accounts are allowed. The Pokémon GO Trainer guidelines explicitly state:Methods of cheating, unfortunately, are limited only by cheaters’ imaginations, but include at a minimum the following: using modified or unofficial software; playing with multiple accounts (one account per player, please); sharing accounts; using tools or techniques to alter or falsify your location; or selling/trading accounts. So if you see someone battling with two phones at the same time, they are likely using two accounts (either their own, or "borrowed" from someone else) and that's cheating.EDIT: Minor Text Fixes. via /r/TheSilphRoad http://ift.tt/2AGC3pA
