"What if Heatran got "downgraded" to pseudo-legendary status?"

So, I kind of have a love-hate relationship with Heatran. On one hand, I think it's a pretty cool pokémon (and it's really good competitively), but on the other hand it's a legendary with no lore or reason for being considered that, which basically just blocks people from immersing themselves as having one.Because of this, I've been thinking about what would happen if it gained two prevos and became a pseudo-legendary instead.
