"A potential way for Pokemon to be (nearly) as defensively viable as Blissey"

#PokemonGO: We all know that Blissey is the only top tier defender currently in Pokemon GO, Chansey takes 2nd place but is still not as good as Blissey when under the same situations.With our current gym system not boding well with the way Pokemon stats are distributed, I was thinking of potential ways to bring more viable defenders to the table.At the moment, the HP of a Pokemon defending in a gym is doubled. If instead of this, each defending Pokemon simply had a base 400HP added to them that would make SEVERAL Pokemon become great defenders while still letting Blissey rein as the Queen defender.
