"Weather is changing beside Level and IV also it's gender!"

#PokemonGO: I'm currently searching for female (Chance Male 87,5% & Female 12,5%) Gen3 fossil Poke (Lileep/Anorith) for completing the pokedex in a perfect way.Also Friend of Mine Was catching a female one and when i was catching it, it was a male one. I catched it about 20min later and the full hour changed in this time, so a weather change could have had happen and cause this gender change.Can Somebody confirm or refute that a Poke's Gender is rerolled if there is a weather change at the full hour during the spawntime of the Poke?It's already known that it's level and IV is changing.
