"Don’t let regionals suffer from events, plus their different rarities"

#PokemonGO: I live in Europe, the Netherlands, where Mr. Mime is literally everywhere, also during events. Travelers will not have a hard time finding one. However, I’ve been looking forward catching a lot of regionals during my vacation in Mexico, with a transfer of 5 hours in Atlanta USA. The airport had a LOT of spawns, I lured up every stop for the entire 5 hours and put on incenses. Not a single Tauros.I’m now traveling in Mexico for almost a week and despite residing next to coasts, beaches and having Sunny and Partly Cloudy weather have not seen a Corsola yet (did find a Heracross during Cloudy).Why do regionals have different rarities? Why aren’t they all equally easy enough to get in their regions?
