"Field research, legendaries and rare candy. What should i be looking for?"

#PokemonGO: I've never had the opportunity to get a Legendary Pokemon before. There is no raid scene near me so i am mostly limited to level 1-3 eggs. With the introduction of Legendary Pokemon being rewards for the field research quests i can finally start to collect them.Along with doing these lower level raids, and with the help of the guaranteed rare candy during the current event, I've got a decent supply of them.With Moltres and Zapdos already released it's almost guaranteed that Junes rewards will be Articuno. Let's assume for now that the field research legendaries follow the same release order as they did in raids. Granted it's a big assumption since we have no idea what they plan to do next. But i'f that's the case what's the first major legendary i should be looking to get and power up?
