"Why are incense so worthless"

#PokemonGO: I just used an incense in a place with no spawns and it netted me 6 spawns in a half hour (one of which ran away). Its hardly worth having the app open.Lure modules arent much better unless used in a concentrated area (which I kinda like that they're like that), but if I stood next to a stop with minimal spawns and used a lure and incense together it would still barely be worth it.So an incense is worth, 15-30 candies (depending on pinaps) nearly always from common pokemon, maybe 1000 or so experience with good throws, and <1000 stardust. Plus a half hour of time. Compared to what other items like lucky eggs, incubators and star pieces get you (if used efficiently), even factoring in the difference in cost, is pretty weak..What would be the harm in making incense good enough that you could go for a walk in a rural area and get enough spawns to keep you interested?
