"Worth to power up the Shadow Claw Gengar?"

#PokemonGO: Through a few trades I’ve got my hands on 2 Shadow Claw Gengars around 1600 CP that happened to turn out lucky! However one of them has around 70% IV with Defense as the highest stat and the other around 85% IV with HP as the highest stat. Both are quite low on Attack.
