"Egg drop rate decreased?"

#PokemonGO: Apparently what the title said. I have tried to stock up on all the egg slots in my egg inventory but only get 1 egg after about 15-20 pokestops spun. Does anyone experience the same thing? Is this the way that Niantic is trying to encourage us to hatch 7k eggs?
