I've played through Gold and Silver many times, and it always bothered me that you can't get elemental stones until after defeating the Elite Four. I realized that they wanted players to have a chance to evolve Eevee into Espeon or Umbreon naturally, without looking it up. This makes sense, because Bill's Eevee might not evolve until the Elite Four anyway.Unfortunately, they made a big mistake by putting so many Pokémon in Johto that need stones to evolve. When you have 3 badges, you can catch Bellsprout, Exeggcute, Growlithe, Vulpix, Shellder, and Staryu. All of these Pokémon will be hopelessly weak when you fight the Elite Four because you have no chance to evolve them.
