"[Question] Where are all the Lotad?"

#PokemonGO: My buddy has been a slightly above average Lotad for 70+ km now. I thought I would easily be able to evolve it fully with this event, but I’ve yet to encounter or see one on the radar. I only need a couple more candy, well six, to get my Ludicolo, but they were more common before the Hoenn event. I’ll probably get enough wild ones immediately after this event ends.
