"The rarity of the Lapras task is insane"

#PokemonGO: I live in Cologne. We have hundreds of stops and a community with hundreds of people. Everyone wants a shiny Lapras so we check every single stop and record it's task on BoQ. In the past three days we only had this task two times. Today there is not a single Lapras task. What do you think about the rarity?
