"Why can't lower PvP tiers scale down CP numbers?"

#PokemonGO: In the core games, sometimes in online battles the Pokémon get scaled down to lvl 50 even if they are maxed. Why can't Pokémon Go do the same? Why can't I use my favorite, maxed out Pokémon, on my favorite leagues?!?Me and many friends have tons of legacy Pokémon that we'd love to use in the Great League... But oops, they are above the 1500cp threshold. I have a double legacy Lapras that is sitting on 1560~ CP and I can't do anything about it. I had a 1600 CP legacy Mud Shot Poliwrath that I traded to a friend in the hopes it got under 1500 CP, but, as you guessed, it got to 1580 CP."You can always get another mon that's underleveled", whelp I didn't know how pvp was going to be so I powered up my Mew up to 3000 CP before PvP launch and I can't get another one to use in the lower leagues. There is also the token/shiny Pokémon dilemma... If you're not so lucky and only got one of that particular species, then you have to choose in which league you want to play it because you can't use it in all three. IF you have that option. Because maybe it got caught in a high CP already and now you can only use it in the higher leagues. Not to mention also the wasted stardust trying to trade Lugia/Cresselia/Ho-oh or other borderline 1500 CP Pokémon hoping that it would get under the CP threshold. It wouldn't get that OP to scale down big numbers, because Azumarill at 1500cp would still beat the crap out of Rayquaza at 1500cp (for example)... And if Niantic wants to keep legendaries out of it then they can make legendaries unable to scale just like we're unable to put them on gyms.Is that so hard to do in a coding standpoint? Would coding a scaled PvP mess out the game that much? via /r/TheSilphRoad http://bit.ly/2IzVaIt
