Obviously hes a dick and the "evil" rival who eventually comes to his realization after losing every encounter he has with you. But upon beating his at Victory Road the first time and seeing his team it just dawned on me, despite being "late" game (for Johto anyway) he doesnt have a fully evolved team.And that's because a) he probably has no friends so he cant trade with them to get an Alakazam and Gengar, and b) he treats his pokemon like crap so his Golbat wont evolve with happiness.After his change of heart does his Golbat turn into a Crobat, and maybe he finally was nice enough to someone that they were willing to trade with him to evolve his other two.This game has been out since 1999 and I've never noticed this detail until just now.
