"Why isn’t there a way to flair raids that have people waiting?"

#PokemonGO: I live in a pretty rural area, and there’s one gym (the only gym in my whole town) about half a kilometre away from my house. There’s a few players around because the gym will change colours usually every 8-20 hours. But none of us seem to be able to connect with each other to be able to take raids. I’ve made a group chat on Facebook but it’s currently only myself and brother for almost a month now. Why doesn’t PoGo have the ability to flair when people are waiting at a raid?
