"Legendaries in research breakthroughs"

#PokemonGO: I know Niantic is trying to increase the rarity of legendaries as they are "too common through research breakthroughs" and want to get people involved in raids more. I agree with that, however being in a place where very few- VERY few people actually play Pokemon go right now, it's impossible to do anything in raids 4* or above, not allowing us to get legendaries. At this moment, in this situation, research breakthroughs are all that allow us to get legendaries.Sorry for the rant, just wanted to blow off some steam about this via /r/pokemongo https://ift.tt/346dYpo
