After some trial and error, I figured out a method that works pretty well.First: Sneak up slowly on the Pokemon. If the ! Bubble gets too high, stand still and wait for it to come back down. You can still get closer after it shows you "Expert Handler", but if you get right on top of them they will still run.Second: The real trial is how much you need to move your finger to "throw the ball". It doesn't take much, and just a little too far and you're outside of the circle. This part is practice, and I found that every Pokemon is a little different.Third: Bigger circles like Sudowoodo help, but aren't necessary if you have your toss technique down. I got Excellent on a number of different Pokemon, with all different size circles. Also, get too close to Lapras and it won't matter if you land the ball in the circle, it will just bounce off.Fourth: Persistence.
