"Improving Rayquaza for PvP"

#PokemonGO: As the master of the weather trio, Rayquaza has always been a formidable opponent in the main series games competitive scene. However, Rayquaza is virtually non existent in PoGo's PvP. That doesn't seem fitting for a Pokemon that has long been considered one of the most powerful of all time. So we ask, how can Rayquaza be improved to become more viable in PvP?STATSAttack: 236 (237 at level 41)Defense: 146 (147 at level 41)HP: 180 (180 at level 41)Stats wise it's not too bad. High attack but mediocre bulk. Similar to Mewtwo but with 12 less attack and 9 less defense. As such, giving it a more offensive set seems necessary to make good use of the shorter time it'll be alive.Current movepool:Fast MovesAir Slash (3.0 DPT, 3.0 EPT, Duration 3)Dragon Tail (3.0 DPT, 3.33 EPT, Duration 3)Charge MovesAerial Ace (55 Damage, 45 Energy, 1.22 DPE)Ancient Power (70 Damage, 45 Energy, 1.56 DPE)Outrage (110 Damage, 60 Energy, 1.83 DPE)It's currently recommended set is Dragon Tail, Aerial Ace, Ancient Power boasting a 69.9% winrate.Looking at the top 20 on pvpoke this set only boasts wins against 4 Pokemon, Groudon, Garchomp, Swampert and Darkrai. Groudon and Swampert, Rayquaza beats thanks to its typing and their lack of flying coverage moves. So what moves could Rayquaza be given to improve its performance against the meta? Looking at its main series game movepool) and examining moves that currently exist in PoGo, there's a few moves that stand out.For quick moves, only one looks to be notable, but it's a good one:Shadow Claw (3 DPT, 4 EPT)In fact, just changing its quick move to shadow claw, and aerial ace to outrage boosts Rayquaza's 1 shield winrate to 80.6%For charge moves:Dragon Claw (50 damage, 35 Energy)Flamethrower (90 damage, 55 Energy)Overheat (150 damage, 55 Energy, -2 Stage Attack Debuff)Earthquake (120 Damage, 65 Energy)Earth Power (90 Damage, 55 Energy, 10% chance Defense Drop)All great moves that can allow Rayquaza to be more offensive as well as provide coverage against many of the things that threaten it. Dragon Claw seems like an obvious choice as it would provide Rayquaza with a strong, low cost charge move. The combination of shadow claw, dragon claw, and outrage in fact boosts its winrate to 86.7%.Looking at the remaining options, Overheat, Earth Powerand Earthquake seem like excellent choices as coverage vs the many steel types in the meta. Giving winrates of 86.7%, 84.7%, and 85.2%. In fact, these allow Rayquaza to pull off wins versus the very threatening melmetal, metagross, and heatran. Something even dialga isn't able to say.Suffice to say, Rayquaza has the potential to be a very solid threat in Masters. Whether or not Niantic will give it these tools is a different story.
