"Did Rampardos Smack Down get slower in PVE?"

#PokemonGO: As it is as far as I know the quickest way to beat a team leader I use Rampardos against Candela. With a level 40 Rampardos you can just Smack Down all tree of Candelas pokemons. At least you could until the last update. Since the last update Smack Down seems much slower and depending upon movesets you may not make it with just straight Smack Downs.
