"No Pokestops in Uganda :("

#PokemonGO: My dad is deployed in Africa and is an avid player of pokemon Go, but there are no Pokestops or gyms within miles and miles. He is not level 38 yet, so he can not submit a Pokestop and gym. There are many other players with him, whom he plays Pokemon with, however, they are not level 38 either. Is it possible that a level 38 player could submit a Pokestop and gym on their behalf? Playing Pokemon is very hard over there, but it is one of their favorite forms of entertainment.
