"Why is it always Vullaby??"

#PokemonGO: I feel like 99% (exaggerate) of my 12km eggs hatch a Vullaby, and it's frustrating. It's one of the 2 Pokemon in the egg I don't care about (and I only don't care about Absol cuz I got a nice shiny). I have 173 Vullaby candies. 2nd place is Absol with 91 candies. Scraggy and Pawniard (my favorite) would be tied if I didn't evolve a Pawniard.
