"3DS Pokemon Bank 'you previously used a different copy of this game' error message?"

​I don't know where else to go for this but currently my pokemon bank displays a error message that says 'you previously used a different copy of this game' whenever I try to access my pokemon. I thought it might've because of the bad internet here and/or me resetting for the starters; but it worked every time before then without a hitch.I've checked the gamfaqs threads to see if I could help there, but all the posts made on this issue are quite old with most being 6 or so years ago and their suggested solutions didn't get me anywhere.
