"Pokemon Can't Reach Level 40. Bug or Intended?"

#PokemonGO: I honestly believe this is an on going bug that Niantic has so far refused to focus on fixing at the moment. It makes no sense that you can power up your Pokemon 1.5 levels ahead of your trainer level for every level, yet once you get to trainer level 38 you can only power up your Pokemon 1 level to Level 39 and can no longer level up after that. Yet you can reach trainer level 40 but your Pokemon are still stuck at level 39. It makes much more sense that you would be able to power up you Pokemon to equal your max trainer level which is level 40. And in fact you are able to do this in the code. Why would Niantic knowingly not allow your Pokemon to be level 40 like your Trainer level, yet have the code in the game to do so? All logic points to this being a bug that Niantic has not got around to fixing yet. In which case now the users have to find a work around just to play the game as it was meant to be played.
