"NON-Elite Pokemon with great uses"

#PokemonGO: SO today I found a gym that was 3000/4000 with an 1100 clefairy on the bottom. Someone from one of the other teams had ground it down to make it a chore to have the gym grow, not a bad idea for them and a huge hassle for me! Then I began to think, "Well what steel types with steel type moves do I have low enough to level this thing". BOOM MAGNETON WITH FLASH CANNON!!!!! low and behold I was able to beat that clefairy twice without healing since I dodged gleam. This led me to post here wanting to discuss off tier pokemon that have great uses in the meta, especially for leveling.
