"[Idea] Team Rocket attacks gyms to "solve" stagnation."

#PokemonGO: After reading the thread about people's biggest problems with game currently, this (albeit still fresh and not entirely thought out) idea came to me. There's lots of talk about gym stagnation, and someone also mentioned quests involving Team Rocket. So, why not combine them!?At random intervals, Team Rocket will initiate an "attack" on unchanged (for some random period of long time) high level gyms.Team Rocket would then "claim" a gym for themselves after some period of time without anyone interfering with them. Maybe leaving behind a few "super" pokemon that will have large health pools that just are whittled down over time based on previous level of the gym occupants, or something.Trainers of the same team that claimed the gym previously could fight TR off and recover the gym minus damage inflicted with an open spot or two.Trainers not of the same team will see a drastically lower-leveled gym, or maybe even the existing level gym with "weaker" pokemon that were struggling with TR. Thus making claiming the gym for their team easier.How do you fight TR? Maybe something like the current gym system but their Pokemon have crazy movesets, can dodge, or something like special that you don't see in regular gym battles.Obviously it's not a perfect plan; but maybe people can give their opinions and what they think might make it better to flesh it out more!Edit: From the first couple of replies, seems this is coming off as a complaint, when it couldn't be farther from it. I agree that things get "stagnant" only because we let them; but this could help spur trainers to be less lethargic (as mentioned below) and get them back out to being (more?) active. Especially the ones that have had the same pokemon sitting in gyms for a long time now.
