"New spawn points (again) after latest spawn points shuffle"

#PokemonGO: Just a few minutes ago, I have noticed two new spawn points near my house. Both have been non-spawn points ever since the release of the game, and even after the Holloween event. Both new spawn points appeared at exactly xx:40. Could we be having yet another new reshuffling of spawn points?
