"Who is the Masked Royal???"

Does anybody know who this character is? I'm on the third island and they keep mentioning him in random places.Like up at the top of the mountain by the observatory the nerdy guy called Kukui 'Masked Royal' and Kukui got all pissed and I'm like, why do they keep bringing up that guy?Is he impotent?
