"Rare spawn points"

#PokemonGO: Hi All.I was pleasantly surprised (shocked, really) today to find a dragonite in my desert biome. I was at a very small park that I usually don't go to, in a residential neighborhood. There's no clefaries nearby and for what it's worth, the only dratini are about an hour's drive away.So my question is: can any rare pokemon simply spawn anywhere? (I'm guessing the RNG fairies were being playful today.) Or is there something in my biome that needs more analysis?thanks in advance! via /r/TheSilphRoad http://ift.tt/2jGEsey
