"What is the minimum Level for Golem's Rock Throw to break rounding formula as potential Legendary Bird counter"

#PokemonGO: Hi everyone. I am a long time silph road lurker and appreciate all the great information here. Created an account to ask this. What is the level limit past lvl 30 in order to have Golem's Rock Throw quick move break the rounding floor and do 1 additional damage? For example, I remember reading that at lvl 33 a tyranitar does 5 dmg per bite instead of only 4 dmg at lvl 32.5. Also is there a specific atk individual value necessary to break the damage threshold? Like many trainers I am limited by stardust and only want to invest the minimal amount to achieve the break point for rock type attacker (RT/SE Golem). Due to stardust shortage, I would rather find high cp, mid internal value wild geodude to evolve, rather than burn a large amount of stardust on high internal value low lvl golem. I am also of the mindset that multiple high level attackers (lvl 30-33) are better than one of the same maxed out attacker (lvl 39) especially during raid battles and want to make 2 good golems for the future.
