"Raid amount has dropped a lot in my area"

#PokemonGO: So today I have been trying to find a raid and spending a lot time on gym tracker and there are almost no raids at all... I am trying to find lvl 2 raid and have seen like couple lvl 4 and lvl 3 and lvl 1... drop is massive as a subburb player I feel like I wont be able to do raids most of days...Edit added this tex belowMy main issue is as I never meet other players... It would be great to not have reduced number of lvl 1 and 2 raids. Reducing lvl 3 and lvl 4 raids is probably good for those that live in populated cities.
