"[Discussion] To use a lv 20 Tyranitar or a lv 30 other Pokémon against Mewtwo? Or: How does CP correlate to total damage output and DPS?"

#PokemonGO: As title says, how should we choose between a lv 20 Tyranitar or a lv 30 other Pokémon when agaist Mewtwo?I was going through my Pokémon inventory while browsing through Pokebattler's and Gamepress' Mewtwo counter guides. I notice that the Power (a measure of total damage output, or TDO) gap between Ttar and other pokemon is simply tremendous. For example, when going against Confusion/Hyper Beam Mewtwo, the Power for Ttar is 25.4%, while the next best non-Blissey option is already down to 16.6% (Lugia). If we do not consider tanks, the best option next to Ttar is ranked at merely 14.8% (Mewtwo herself), or a paltry 58% TDO of that for Ttar. Under this circumstance, should we just use a lv 20 Ttar directly caught from Raids/evolved from Eggs, instead of pouring Dust into powering up other non-Ttar Pokemon?This leads to another question that I do not remember reading on the Road: How does CP correlate to TDO and DPS? A decent lv 30 Ttar has a CP of ~3000, while one at lv 20 is ~2000, i.e. CP and level have a linear correlation before lv 30, and a lv 20 has a 66.7% CP as a lv 30. If my understanding of how CP is calculated is right (CP ~ Atk * Def0.5 * Sta0.5), a lv 20 Pokémon should theoretically have a DPS that is about 82% of a lv 30. I'm not sure how TDO correlation can be derived from the equation though. My impression is that a lv 20 Pokémon may have a TDO that is lower than what the CP suggests (66.7%), but probably not much worse than the 58% mentioned above.As for "good counter" Pokémon of similar Type, a decent lv 20 Ttar has a CP of ~2000 vs a lv 30 Houndoom with a CP of also ~2000. Maybe we should just use the lv 20 Ttar and never bother with the dark dog (at least if we do not consider moveset difference)?
