"Incense badly needs a buff of some kind. Ideas?"

#PokemonGO: Today i popped an incense before going on a walk and it spawned three rattatas, two pidgeys, and a sentret. Other incense I've used give similar results, so there is no way I'd ever spend 80 coins to buy one. Thoughts on what Niantic could to to improve this?
