"Legendary Raids suck for rurals"

#PokemonGO: I live in a very Rural area, with 5 Pokestops, 2 Gyms. That's it for the entire town. The Pokestops are all churches (...), and the Gyms are the Post Office and Park.Anywho, I saw a Raid the other day with 5 stars (monster head icons), and I thought, that must be a Legendary. Go check it out at the Park, and this is around 4-5pm, usually pretty active with people at this time, and there is not one person there for the Raid. I want this Entei, but here I am, trying to solo a 38k CP Raid. Need to do something else for Rurals who don't have many people around to do those awesome Raids.TL;DR: What are we rural players, with almost no one around, supposed to do when it comes to locking Legendaries inside Raids that require 20 people?
