"The Raticate-using Grunt in Mt. Moon in Gen 1"

I don't know if I'm the only one who noticed this, but one of the Team Rocket Grunts in Red and Blue's incarnation of Mt. Moon is uncharacteristically powerful for a Grunt. The guy has a Lv. 16 Raticate (the highest level in the cave by quite a margin) which, between its high Speed, high Attack and powerful moveset of Hyper Fang, Quick Attack, Tail Whip and Tackle, can do massive damage to anything that isn't a Rock- or Ghost-type. An 80-power STAB move off of 81 base Attack is simply frightening at that point in the game. In subsequent games (including Yellow), however, he was powered down to the level of a normal Grunt. This Grunt caught me off-guard heavily when I first battled him in Red, wiping out half my team because I didn't have a Geodude. Now, I'm not complaining, since it was a surprisingly thrilling battle, but it makes me wonder why this Grunt is so much more powerful than all the others. Was this particular Grunt originally supposed to be an Admin-style boss fight? Maybe they decided to make the Super Nerd the 'boss fight', removed the 'Admin' and turned him back into a normal Grunt, but forgot to change his team? via /r/pokemon http://ift.tt/2AOxmg0
