"How are Pokemon chosen for the Nearby tracker?"

#PokemonGO: I'm currently staying at my mom's place, and I've noticed that the closest Pokestop (and the Pokemon spawned there) is almost never shown in the nearby. Instead, on top of the list, usually multiple mon from the second closest stop are shown. After playing around with http://ift.tt/2B6KH3m for a bit, I believe that both stops are in the same Level 15 cell as I am, but neither is in the Level 16 cell of my current location. If I catch all the mon at the further stop or walk closer to that "hidden" stop (even without entering the L16 cell where it is located), the mon spawned there are listed. Are the rules which determine the Pokemon shown in the Nearby tracker known?Edit: the next Pokestop on the Nearby is at best in a the same Level 14 cell as my current location, but definitievely not in a common Level 15 cell. via /r/TheSilphRoad http://ift.tt/2lvRVEb
