"Should S2 Level 12 cells have "pity timers" for Ex Raids? My main raiding town has never had an Ex Raid - ever."

#PokemonGO: Wouldn't something like a minimum of 1 Ex Raid per cell per month, or 2 months be better in some areas without Sponsored gyms and few or no park gyms?Just feels like a whole area of 30 gyms and 35,000 people has been locked out of a part of the game. Sometimes we get our hopes up by having 18 people at a raid at a monument.. Or run 20 accounts through a park gym during the week in a nearby village (the only park gym out of the 30 left after the OSM update took the one we were targeting in town) but nothing ever happens.We're going to try being part of a trigger in another town nearby that has had a single Ex Raid but it seems I see discussions of larger areas of 250,000 even that seem mostly locked out too.
