"What makes a legendary a legendary?"

Obviously, there are quite a few legendaries out there where it’s black and white (pun intended) - they’re quite obviously legendaries. And yet, there are also some Pokémon that have a gray area to them. For example, Silvally is considered a legendary on Bulbapedia, but Rotom isn’t.
