"Which time matters for raid boss weather boost?"

Our local group has had eggs spawn/hatch in one hour, then weather boost status change in the next.We've been going under the assumption that lobby start time is what matters, occasionally starting a lobby at XX:59 so that we don't lose a weather boost. But if it is raid start time (2 min later) or raid finish/catch (even later), then we'd need to start our lobbies even sooner.
