"Potential PVP Hidden Gems"

#PokemonGO: While there is officially not a lot of detail announced on how PVP will work, we do know that the 3 tier structure will hopefully make all kinds of pokemon viable, no matter their max CP. I wanted to look at some of those low max-CP pokemon that have little or no current use in the raiding world, but could potentially be great in PVP. Primarily I've research the best moveset for each type and tried to dig out the lower tier pokemon that have this moveset and shine some light on it.BLASTOISEMax CP 2466 | ATK 171 | DEF 207 | STA 188Water Gun | Hydro CannonSecretly (or probably not so secretly to TSR frequenters) Hydro Cannon is one of the best charge moves implemented in the game, but can currently only be learned by Blastoise. It's clear by the stat line why Blastoise sees no raid play when compared against Kyogre, but Hydro Cannon is so good that when Swampert gets the move it will pass Kyogre in the DPS department. Blastoise is a bloody tank for players that remember just how difficult his L4 Raid was early days, and his max CP comes in nicely under the 2500 bracket.MEGANIUMMax CP 2410 | ATK 168 | DEF 202 | STA 190Vine Whip | Frenzy PlantCurrently Meganium is completed overshadowed by Venusaur and while that certainly could still be the case in PVP, depending on exactly how it's implement Meganium could be a player. Losing the Poison type that Venusaur has also could be an important differential.HOUNDOOMMax CP 2635 | ATK 224 | DEF 144 | STA 181Snarl / Foul PlayWhile Tyranitar is known as the king of Dark attackers, stastically Crunch is a very poor charge move. With chatter around Weavile potentially taking his crown as top Dark DPS, there's another old forgotten pokemon that gets the best Dark moveset in Houndoom. While Mr. Doom is no stranger to raid lineups showing up to take on the seemingly endless line of Psychic raids, he could get a new lease of life showing his wares in PVP.Honorate mentions: Umbreon & Alolan PersianKINGDRAMax CP 2641 | ATK 194 | DEF 194 | STA 181Dragon Breath / OutrageKingdra has made a name for himself in the main Pokemon series by being a great combination of typing in Water and Dragon. Anyone who has looked forward at future raid bosses and spotted Palkia on the horizon knows exactly how hard it is to pick optimal counters for that battle. Kingdra's movesets aren't anything special as most Dragons get Outrage, but its typing might just put it over the edge and I'm sure you could potentially even see a Water moveset on Kingdra.BRELOOMMax CP 2628 | ATK 241 | DEF 144 | STA 155Counter / Dynaminc PunchMany may know about Breloom boasting a better attack stat than Machamp, but unfortunately his bulkiness lets him down so much that he is seen as inferior in battle. PVP should shake up this Dynamic (get it?) and with Fighting always a relevant type against many things, Breloom could see himself as leader of the pack.BANETTEMax CP 2298 | ATK 218 | DEF 126 | STA 162Shadow Claw / Shadow BallGengar's little brother is a similar story to Breloom, being overshadowed in raids but there is no doubting that this incredible moveset is still one of the best. Being a Ghost only type means that Banette only take neutral damage from Psychic attacks, his main prey.LUNATONE / SOLROCKMax CP 2327 | ATK 178 | DEF 153 | STA 207Rock Throw / Rock SlideMany will likely know this is the moveset Rampardos is slated to have when released (EDIT: scratch that, he gets Smack Down but Rock Throw > Smack Down), and combined with his high attack set to dominate the DPS charts and a lot of that is due to this impressive moveset.JYNXMax CP 2555 | ATK 223 | DEF 151 | STA 163Frost Breath / AvalancheHave a load of Jynx powered up from the Rayquaza raid days? Look no further as she might find her place in PVP in the future. In Pokemon Go we haven't seen a lot of use for Ice types outside of the Rayquaza appearance, so it will be interesting how useful it becomes when the meta is definied.Honorable mention: Cloyster (or even Piloswine) are bulkier Ice optionsSTEELIXMax CP 2414 | ATK 148 | DEF 272 | STA 181Iron Tail / Heavy SlamAlready known as one of the better defenders, Steelix may also benefit if there ends up being a defensive focus in PVP. Heavy Slam is actually a very good move although not even remotely close to Meteor Mash, which might mean Metagross is still the better choice. Steelix has to be better than Aggron though, right?SKARMORYMax CP 2108 | ATK 148 | DEF 226 | STA 163Air Slash / Sky Attack OR Steel Wing / Flash CannonSkarmory is in the same boat as Kingdra where it's typing is the real all star only having a weakness to Fire and Electric. In a rare case it may actually be best to have a mixed moveset here, Steel Wing is actually a very good fast attack and gets STAB here, and Sky Attack is a top tier charge move that we have really only seen on Lugia and Moltres as options. This list could definitely have been longer but I wanted to at least cover close to all the types.
