#PokemonGO: Comprehensive DPS/TDO Spreadsheet have added a new feature where you can see "best performance at a CP cap" which can help make some analysis regarding the different PVP tiers.If the battle system stays the same, and PVP is going to be 3V3 battles where the last one who has a pokemon standing wins, TDO will be by far the most important metric, as they would need to both deal enough damage to make the opponent faint, and withstand enough damage so that your mon faints after the opponent's.​At Master League, at first glance Lugia seems like the best option by far:Top TDO without CP capBut it actually have quite a few counters, some which would suffer from Lugia's hydro pump, but others don't, and dragons would resist it. So while Lugia will definitely define the meta, it won't be the only mon to use, or even a must have.Top TDO against Lugia​The problem starts once the CP limits come into play, because Blissey's unbalanced stats and the unbalanced CP formula means Blissey is the one that can enter those tiers with the highest level by far, so once again it's by far outperforming every mon in TDO in every matchup(before the stat rebalance there was a fear that this would happen when PVP would come into play, and it seemed the stat rebalance was designed as a preparation for PVP).Top TDO with a CP cap of 2500​And while the difference here is arguably smaller then Lugia has in the master League, most of Blissey's counters aren't resisting it's moves(and usually weak to them), so the best counter for Blissey 1 on 1 is... Blissey.(Lucario isn't really there, but since it's steel typing is adding a resistance to all of Blissey's moves, and there is a placeholder for his signature move in the game master, I gave it "Opf" which is the best move in the game(Hydro cannon) with fighting type, to see how well it can theoretically perform. still doesn't seem enough).Top TDO against Blissey with CP cap of 2500​Once we go down to Great league, we start seeing level 40 Chansey, which despite having max CP of 1255, it outperforms 1500CP Blissey​Top TDO with CP cap of 1500​Once again, Blissey and Chansey are the best counters against themselves, though Medicham's resistance to Psychic attacks might help it being a moreTop TDO against Blissey with CP cap of 1500​​To make matters worse, even if dodging will be fixed for PVP, it would probably only make Blissey even more OP, because Pound is one of the best fast moves in terms of DPS and dodging, and it also gets STAB.​Obviously this is all based on how it will be if the only cap is CP and there's no combat rework.If there really isn't a combat rework, the quickest way this could be avoided i by adding an artificial HP cap to those leagues, that would only impact Blissey and Chansey, or finding a better way to define "max overall stats"(in a way that would be meaningful to all players, since "sum of stats" for example isn't).Edit: it seems that the spreadsheet doesn't considers resistance unless the moves are specified, so the best counters against Blissey and Chansey are mostly bulky steel types(who resist all of blissey's moves, some of them even double resist some of them), and can actually defeat same CP Blissey and Chansey.I will correct the data I've showed as soon as I can.
