"Gen 4 Pokes"

#PokemonGO: Why do they release new Pokemon like Craniados and Shieldon, then make them unnecessarily rare. Play daily, and only seen one Shieldon in the wild. I don't expect them to be everywhere, but to make them next to impossible to evolve without rare candy or walking obscene distance just seems unfair.
